8 December 2003 the EU Council decided to cancel the ban in 1998 on the issue of so-called "commemorative coins" Euro. And from January 1, 2004, all countries have the right to issue euro coins had the opportunity to chasing one commemorative € 2 coin annually.

These coins are the connecting link between the collector coins and coins regular coinage. Physical parameters, they are no different from the regular issue coins in denominations of 2 euros. The reverse is also the same. A historical events, famous people, flora and fauna of the country can be depicted on the obverse. These coins are not to be confused with coins whose nominal value is higher than € 2 and which are officially designated as "collector coins" and usually made of precious metal. Issues such coins are devoted only to events or personas of special importance.

 

On the issue of such coins, the European Central Bank imposes certain restrictions:

Each State may issue only two commemorative coins per year. The exception is the production of coins, devoted a special pan-European dates. Such a series of coins issued by all euro-zone countries.

Restrictions on circulation:

Total commemorative coin emitted in one issue should not exceed the maximum of the two following parameters:

 

0.1% of the total number of coins of regular issue of dignity 2 euros outstanding by all Member States whose currency is the euro in the year preceding the year commemorative coins. This limit can be increased to 2.0% of 2 euro coins issued by all the members, which is the Euro currency in the case if the coin is very important and marks a significant event. In this case, the state that issued this increased circulation should refrain from issuing any commemorative coins for the next four years. Also, the State must give reasons for the increased circulation; or

5.0% of the total number of coins of regular issue of the Euro-Member States denomination 2, issued in the year preceding the year commemorative coins.

Restrictions on the design:

national side of commemorative coins should contain the 12 stars around the image and year of manufacture;

on the national side of the coin must be indicated (in full or abbreviated form) the name of the country that issued the coin;

also on the obverse must be the name and / or denomination of the coin, as they are already listed on the reverse of the general.
